Overview of the TIA Standards on Caller ID

Who is TIA?

The Telecommunications Industry Association, TIA, is a forum for manufactures, service providers, suppliers, and end-users to develop standards that guide the Telecommunications industry. Accredited by the American National Standards Institute, www.ansi.org, TIA provides voluntary industry standards on telecommunications equipment.

The TIA Standards and Technology department is composed of five divisions, which are:

Fiber Optics
User Premises Equipment
Network equipment
Wireless Communications
Satellite Communications

All of the various divisions are composed of committees and the larger committees may also be composed of various subcommittees.

It is within the TR41.3 committee of the User Premises Equipment division that the standards for Analog and Digital Wireline telephones are developed. TR41.3 is currently composed of the following five subcommittees:

Specifically it is the subcommittee TR41.3.1 which is working to provide the industry with a comprehensive set of specifications for any device attached to the telephone line that is designed to receive Caller ID.

What Standards do they publish on Caller ID?

TIA currently has two documents that can be used as a guideline for a device that is capable of receiving Caller ID.

The first standard is EIA/TIA-716 (1998) Telecommunications Telephone Terminal Equipment – Type 1 Caller Identity Equipment Performance Requirements. This document outlines the requirements for any device that will receive FSK data from the central office while it is in the "on hook" state. This includes data sent between the first and second power ringing cycles as well as data that is sent without any ringing signal. The physical layer and the data layer of the interface are described including a recommended test matrix to verify the operation of the device under a variety of conditions.

The second standard is EIA/TIA-777(1999) Telecommunications Telephone Terminal Equipment – Type 2 Caller Identity Equipment Performance Requirements. This standard outlines the requirements for any device that is designed to receive Caller ID on Call Waiting. In order to support this service the equipment is designed to receive the data in the off hook state. It is the intention of the standard that any device should meet all of the requirements for EIA/TIA-716 in addition to the requirements of EIA/TIA-777 to be classified as a type 2 device.

An important addition to this document, which is not included in any previous standards, is the requirement for the equipment to support Multiple Extension Interworking or MEI functionality. This allows the type 2 device to receive the FSK data correctly even when more that one device is off hook. This standard also describes a method of allowing multiple devices to ‘Flash’ the line at the same time to support the advanced feature set available from the service provider.

New Standards and related Working Groups

TR-41.3.1 Caller ID Working Group

The TIA working group on Caller ID is currently developing an extension of the two existing documents. Although this document has not yet been assigned a document number it is being worked on under the project number PN4603. This new standard will merge the content in EIA/TIA-716 and EIA/TIA-777 into a single document, providing a more comprehensive and single source for the information. In addition to merging the documents some clarifications and enhancements will be incorporated including a new section on Call Waiting Deluxe CWD. CWD allows the user a choice of treatment options when they receive a type 2 transmission. These options include:

TR-41.3.2 Stutter Dial Tone Working Group

This group has been working to produce a standard for any device that includes Stutter Dial tone detection. The specification clarifies the FCC waiver stipulations and defines the criteria for meeting those stipulations. The events that trigger a stutter dial tone check as well as the interaction between stutter dial tone and VMWI will be addressed. This document which is currently under the project number PN-4159 is nearing completion and should be published shortly.

TR-41.3.5 Analog Terminals Working Group

This working group is in the starting phase of revising the existing document EIA/TIA-470B. The new document when it is released will be called EIA/TIA-470C and will include new sections that will cover:

Multi-line telephones

Telephone operation with a parallel set

Headset Performance

Reduction of the variations in test circuits

Specifications on Sidetone delay

Adopt SLR,RLR,STMR <P.79> measurement calculations

This revision is a large undertaking and the new document will take on a tiered format. The main document will include all the basic performance requirements and the sub documents will include performance requirements that may no be present in all telephones. (ie speakerphone, cordless range, answering machine, etc.)
